China spans five time zones and uses one
China is geographically wide enough for five time zones and uses exactly one. In the far west, that means sunrise at 10am.
One country, one clock
Since 1949 the whole of mainland China has run on a single offset, UTC+8, universally called Beijing time. Geographically the country spans about 60 degrees of longitude — enough for five zones by the usual reckoning.
What that looks like in the west
In Kashgar, near the western border, solar noon falls around 3pm on the official clock. Sunrise in winter can be close to 10am. Local life adapts: schools and offices in Xinjiang often run on a schedule shifted two hours later than the eastern seaboard, and an unofficial local time is widely used alongside the official one.

India's half-hour offset is the compromise version of the same idea: rather than split the country, it picked a central value and accepted that the extremes are an hour off solar time in each direction.
The opposite approach
Russia runs eleven zones across a similar span, and the United States runs six including Alaska and Hawaii. Neither approach is wrong; they are different trades between administrative simplicity and daylight aligning with the working day.
Why it matters practically
If you are scheduling with a Chinese counterpart outside the eastern cities, ask what time they actually start work. The official offset tells you what the clock says, not when the office opens.

China and the contiguous US span almost the same width and answer the question completely differently. Neither is wrong; they trade administrative simplicity against daylight matching the working day.
What it means when you call
If your counterpart is in Shanghai or Beijing, the official clock and the working day line up normally. Further west — Urumqi, Kashgar — official time is two hours out of step with the sun, and local schedules shift to compensate. Ask what time they actually start rather than assuming 9am Beijing time.
Spain, the European version of the same story
Spain sits at the longitude of the UK but uses Central European Time, a 1940 alignment with Berlin that was never reversed. Solar noon in Madrid falls after 1pm, which is a large part of why Spanish working and dining hours look late from London or New York. Same phenomenon, smaller magnitude.
The general lesson
Time zones are administrative decisions, not physics. Any system that assumes one country equals one sensible offset, or that offsets follow longitude, will eventually be wrong about somewhere.
